Vanuatu's primary subsea fiber optic system, the Interchange Cable Network (ICN), is operated by Interchange Limited (ICL). The first cable, ICN1, links Fiji to Vanuatu and has been operational since January 2014, providing 20 Gbit/s, which is over 200 times the capacity of the previous satellite system . ICN1 significantly improved international connectivity and enabled ISPs to offer flexible bandwidth solutions, including Fibre Lite and National Leased Line (NLL) services . Planned expansions include ICN2, connecting Port Vila to Honiara, Solomon Islands, and ICN3, linking Tanna Island to Noumea, New Caledonia, with a spur to Espiritu Santo. These additions aim to provide redundancy and resilience in case of disruptions .
The Tamtam Cable, contracted to Prima Ltd and developed by Alcatel Submarine Networks (ASN) in partnership with OMS, is a SMART (Science Monitoring And Reliable Telecommunications) cable scheduled for Ready for Service by the end of 2027 . Unlike traditional cables, Tamtam integrates scientific sensors for seismic, tsunami, and oceanographic monitoring, leveraging ASN's Climate Change (CC) technology. This dual-purpose design enhances public safety, disaster preparedness, and environmental monitoring in a region highly exposed to natural hazards . The Tamtam project is structured as a public-private partnership (PPP), with funding and equity contributions from the European Investment Bank, Asian Development Bank, French Government, Prima Ltd, Vanuatu National Provident Fund, and Vanuatu Post. The cable will link Lifou in New Caledonia to Vanuatu, improving broadband connectivity to Santo, Malekula, Efate, and Tanna, while providing reliable redundancy and backup for domestic networks .
